Sir, – Your Editorial on taxation on property (June 10th) makes no reference to a windfall tax on land that is rezoned, which was recommended by the Bacon Report of the 1990s. There is no moral reason why windfall profits from rezoning should not be taxed for the benefit of the whole community whose very expansion causes such rezoning. It must be understood that windfall profits are for everyone and not just the owner. – Yours, etc,
