Madam, - One of the main reasons given by "joyriders" for their actions is the thrill of driving a car at high speed combined with the adulation gained from their peers. Given the financial, not to mention the human, cost of every tragedy that occurs due to such activities, would it not make sense to provide such young people with the facilities to achieve such a thrill without endangering others?
In other words, construct racing tracks. Whatever their cost it would only be fraction of the price we are paying at the moment. - Yours, etc.,
