Sir, - Am I right in thinking that the so called urban water charges had nothing at all to do with the provision of water, that they were simply a means of financing general local authority services?
Rural water charges are strictly in relation to the provision of domestic water supply. Had the urban charges been called "refuse charges", the rural urban divide would not have been an issue. - Yours, etc.,
