Initial proposal to build a 20,000 capacity multi-purpose stadium in Tallaght with St James's Gate as the anchor tenants.

Shamrock Rovers become involved and for a while there is talk of a ground share before St James's Gate drop out.

Rovers scale back the proposal but An Bord Pleanala imposes further restrictions. By the end of the process the ground will be for football only and have room for just 6,000. Other conditions include an obligation to provide 800 car parking spaces and the limiting of midweek games to just six per season.

Opponents of the development continue their fight, and despite strong support from councillors and officials at South Dublin County Council it remains stalled.

The delays continue until what Rovers see as the final piece in the jigsaw, a licence to use a second plot of land for the additional car-parking required under the terms of the planning permission, falls into place. The club now intends to press ahead with final preparations for building work.

Barring last-ditch legal challenges by the scheme's opponents, Rovers intend to have a west stand with 2,000 seats and dressing-rooms in operation by September. The total cost of this first stage will be around £2 million, with each of the subsequent two stages costing roughly the same. It is hoped to have the entire development completed by the middle of the next decade.
