Age grades restructured but key motions to improve club activity fail

Motion 2

That an All-Ireland B football championship be established for the counties in Division Four of the AFL, who wouldn’t be allowed access to the All-Ireland qualifiers. Proposed by Central Council.

Outcome: Withdrawn

Motion 4

That the intercounty minor grade be reduced from under-18 to under-17 in order to take the players out of consideration for senior club matches. This is one of the chief recommendations of director general Páraic Duffy’s November document and has been proposed by Central Council.

Outcome: Accepted 68 per cent to 32.

Motion 5

That the intercounty football under-21 championship be regraded to under-20 and played during the summer as an exclusively developmental age grade with no participants eligible for senior intercounty. Another of Duffy’s recommendations and proposed by Central Council.

Outcome: Accepted 68-31.

Motion 7

That All-Ireland finals be brought forward with the football played on the first Sunday in September with the hurling final two weeks previously. This is intended to clear further weekends for club activity and also comes from the Duffy document. Proposed by Central Council.

Outcome: Rejected 61-39 (failure to secure two thirds of vote)

Motion 8

That replays be abolished in all championship matches except provincial and All-Ireland finals. This is another of the suite of measures intended to create additional calendar space for club fixtures. Proposed by Central Council.

Outcome: Rejected 58-42 (failure to secure two thirds of vote)

Motion 41

That a mark be introduced in football. A player catching the ball cleanly from a kick-out after it has been travelled at least as far as the 45-metre line without touching the ground has the option of taking a free kick or playing on. This has been proposed by the Standing Committee on the playing rules.

Outcome: Accepted 68-32

Motion 43

That all intercounty championship matches broadcast live be available free to air. This is aimed at preventing the GAA from any renewal of the exclusive subscription television deal with Sky Sports – or any other such broadcaster – which concludes after this year’s championship. Proposed by St Joseph’s Boys club in Dublin.

Outcome: Rejected 15-85

Motion 47

To allow county grounds to be used by other sports in line with the decisions in relation to Croke Park 11 years ago and the Rugby World Cup in 2013 – providing Central Council authorises the use. Proposed by St Joseph’s club in Miltown Malbay, Clare.

Outcome: Rejected 23-77

Motion 57

To overhaul the All-Ireland football championship by seeding counties according to firstly the previous year’s provincial finals, secondly the previous year’s provincial semi-finals and thirdly and fourthly league standings in the current year. Proposed by county Carlow.

Outcome: Rejected 40-60

Motion 58

To allow the winners of the Christy Ring Cup enter the Leinster hurling championship quarter-finals in the same year. Proposed by the Glen Rovers club in Antrim.

Outcome: Accepted 80-20
