Wigan boss Paul Jewell has until February 28th to repsond to an improper conduct charge brought by the FA for his post-match outburst towards referee Phil Dowd at Arsenal's Emirates Stadium on Sunday.

Jewell was incensed by Dowd's performance at the Emirates Stadium, specifically his refusal to award Wigan a penalty when Mathieu Flamini appeared to bring down Emile Heskey in the area when the visitors were leading 1-0.

Dowd further infuriated Jewell by not letting Josip Skoko back onto the pitch after he had received treatment, meaning the Australian was still on the sidelines as Fitz Hall scored the own goal from Flamini's cross, which allowed Arsenal back into the game.

Club chariman Dave Whelan is also the subject of an FA inquiry but is more likely to be disciplined by the Premier League for echoing his manager's comments on Dowd.

After the final whistle, Jewell stormed towards Dowd and vented his frustration at the referee's handling of the game, before following his outburst up with stinging comments to the media after the final whistle.

The FA, who have made it clear they have nothing to do with the appointment of Premier League referees, are still investigating his post-match comments, and have confirmed the current charge relates purely to his personal rant at Dowd.

"Wigan Athletic manager Paul Jewell has been charged with improper conduct for his behaviour towards referee Phil Dowd following the final whistle of the match at Arsenal on Sunday, February 11th," said an FA statement.

Speaking after the defeat on Sunday Jewell said: "I have only blamed referees three times this season, and he has been in charge every time.

"He is telling our players to F-off and stuff, which I do not mind because it is a man's game - but then he is telling me that I will be sent into the stands for having a go at him.

"It cannot all be one-way.

"If he wants to take my conduct to the authorities, then I will take his language to my players to the authorities as well.

"I am sure I will have to explain my comments to the Football Association - but if I do, I will just show them a video of the game," added Jewell.
