The former Crystal Palace forward had been set to sign for the Cottagers late last month, only for his routine medical to temporarily scupper the deal.
With Johnson's medical believed to reveal an old knee injury Fulham officials looked to renegotiate the terms of the transfer with Everton.
Rather than paying out a fee in the region of €15million, Roy Hodgson's side will now only pay €13.2million up front for the 27-year-old striker, according to Sky Sports News.
