Manager Alex McLeish insists Scotland still have a "phenomenal" chance of reaching Euro 2008 but admits he is concerned about big decisions going against his players.
James McFadden was denied a spot-kick in the qualifier against Georgia, despite being blatantly fouled by former Rangers defender Zurab Khizanishvili.
A penalty for Scotland, when Georgia were leading 1-0, could have turned the flow of the match, but referee Knut Kircher turned down the appeals and Georgia ran out 2-0 winners.
He was also denied what looked a clear penalty in the 3-1 win over Ukraine at Hampden.
McLeish believes Group B giants Italy and France get a better deal from officials.
"More often than not they get decisions and that's not always the case for countries like Scotland," McLeish told the Daily Record. "What really concerns me is how a top ref like Knut Kircher can't see that was a penalty from just five yards away. This is one of the best refs in Europe and he can't spot that. From five yards?"
Scotland have a month to prepare for their crunch final qualifier against Italy. If they win the November 17th match, they are guaranteed a place in next summer's finals in Austria and Switzerland.
McLeish said: "I've detected a sea change in the Scottish psyche recently and while there's no guarantee we will beat Italy, we are still in with a phenomenal chance of qualifying from a section that is ridiculously tough. We can do it."
Celtic boss Gordon Strachan agrees with McLeish that qualification is still a realistic hope, even if it is the world champions visiting Hampden next month.
"Yes, we can beat Italy, I have no doubts about that whatsoever," Strachan told BBC Sport. "We've all enjoyed what the team has achieved so far,. It's now down to the last game, so they've got to go for it."
Georgia's victory has not deflated the spirits of Scotland's players.
McFadden, who had scored in his three previous internationals, drew a blank this time but is looking to get back on the scoring trail against the Azzurri.
"We need to go into this game with the belief. We need to have the mentality that we're going to win, otherwise there is no point turning up on the day," said the Everton striker. "We're in there with a chance and we have to believe.
"I'm sure everybody will be behind us and we need everyone behind us."
