Arsenal manager Arsene Wenger is seeking legal advice over the incident which sidelined midfielder Abou Diaby for up to nine months following a tackle by Sunderland defender Dan Smith.
Wenger is outraged that Smith was not sent off during their Premiership match on Monday after his challenge left French teenager Diaby with a fractured ankle and ruptured ligaments.
"I'm very upset and very disappointed with the tackle, so I will not leave this case there," Wenger told reporters. "I feel the only intention in the tackle was to hurt the player and I will take legal advice on how far I can go.
"Accidents are part of our job, like what happened to Wayne Rooney on Saturday, but I don't accept a desire to harm people. The challenge was wicked stupidity and the guy that harms somebody else must be punished. I want justice. The FA should do something."
Diaby (19) joined Arsenal from Auxerre in January but the injury has ruled him out of the Champions League final against Barcelona on May 17th.
Wenger is hoping the English Football association will also take action against Smith.
"I'm not as pessimistic as to say that Diaby won't be the same player again because he is very young but this is a tremendously serious injury," said Wenger.
