The point of principles agreed by members of the three Irish Athletic bodies, BLE, NACA(I) and NIAF at an earlier meeting are:
1.1 This agreement written in one part governs the sport of athletics in the island of Ireland.
1.2 This agreement between the parties recognises the right of the International Amateur Athletic Federations member with jurisdiction in Ireland to organise athletics throughout the island of Ireland.
1.3 Athletes from Northern Ireland will be free to choose to represent either Great Britain or Ireland in events under IAAF Rules 12 1(a) or (b).
1.4 Irrespective of which choice is made under point 1.3, all athletes from Northern Ireland will be eligible to be selected for Northern Ireland representative teams up to and including the Commonwealth Games.
1.5 Teams selected to represent Ireland in competitions not governed by IAAF Rule 12 1(a) or (b) will consist of athletes from the island of Ireland. Similarly athletes from Northern Ireland, declared for Ireland in competition under IAAF Rule 1(a) or (b) will also be eligible for selection for teams representing Great Britain and Northern Ireland in competitions not governed by this Rule.
1.6 Where representative fixtures involving teams from both jurisdictions fall on the same date the Ireland selectors will only select athletes with no other commitments.
1.7 This agreement recognises and accepts NIAF rights under IAAF rules in membership with UK Athletics.
1.8 The Ulster Council is the representative of the Irish IAAF member and will act as such within the policy of the new body.
1.9 The administration of the new body shall be undertaken as follows:
(a) A transitional executive committee for two years shall be formed from BLE and NACAI.
(b) Membership of that committee shall consist of elected officers of both associations at the time of their disbandment with the committee's membership not exceeding 20.
(c) That sub-committees shall be formed with added support of members of the NIAF.
2.0 The targets of the transitional executive committee shall be, inter alia,
(1) To decide an administrative structure based on the report of Deloitte & Touche and the strategic documents of all associations.
(2) Presentation of competitions in all athletic disciplines.
(3) Drafting of constitution
(4) Arrangements for professional administration in situ at end of two years.
(5) Election at end of two years.
